{"id":36855,"date":"2025-10-02T00:13:43","date_gmt":"2025-10-02T04:13:43","guid":{"rendered":"https:\/\/rightsindevelopment.org\/?post_type=collaborator&#038;p=36855"},"modified":"2025-11-24T10:27:04","modified_gmt":"2025-11-24T15:27:04","slug":"modeteab","status":"publish","type":"collaborator","link":"https:\/\/rightsindevelopment.org\/fr\/collaborator\/modeteab\/","title":{"rendered":"Movimiento por la Defensa de los Territorios y Ecosistemas de Bocas del Toro (MODETEAB)"},"content":{"rendered":"<h4><\/h4>\n<h4><strong>About the project<\/strong><\/h4>\n<p>The <a href=\"https:\/\/www.modeteab.org\/es\/santa-fe\/\"><b>Transmission Line<\/b><\/a><b> IV<\/b>\u00a0is a major public-private partnership project infrastructure project, to be built along 330 kilometers of Panama\u2019s Atlantic Coast. The project poses a threat to the Ng\u00e4be and Bugl\u00e9 communities in the Kankint\u00fa district of the Ng\u00e4be-Bugl\u00e9 Comarca and in northern Santa Fe, Veraguas province. It traverses their ancestral land and some of the last untouched rainforests in the country. The affected region is part of the Mesoamerican Biological Corridor, an area high in biological diversity. Additionally, it risks deepening social and environmental impacts by opening up the region to further development, from new roads to massive mining projects or dams.<\/p>\n<p>The IFC, the private arm of the World Bank, is working with the state-owned Electric Transmission Company, SA (ETESA) to finance, construct, and operate the Fourth Transmission Line. In 2017, the IFC approved a <a href=\"https:\/\/disclosures.ifc.org\/project-detail\/AS\/602084\/pl-iv\">$1.9 million dollars advisory service<\/a> investment.<\/p>\n<p><img decoding=\"async\" class=\"size-full wp-image-38157\" title=\"Credit Modeteab\" src=\"https:\/\/rightsindevelopment.org\/wp-content\/uploads\/Credit-Modeteab.png\" alt=\"Credit Modeteab\" width=\"1155\" height=\"661\" srcset=\"https:\/\/rightsindevelopment.org\/wp-content\/uploads\/Credit-Modeteab.png 1155w, https:\/\/rightsindevelopment.org\/wp-content\/uploads\/Credit-Modeteab-980x561.png 980w, https:\/\/rightsindevelopment.org\/wp-content\/uploads\/Credit-Modeteab-480x275.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) 1155px, 100vw\" \/><\/p>\n<h4><\/h4>\n<h4><strong>About the community-led struggle<\/strong><\/h4>\n<p>Since 2006, our CRE partner MODETEAB (Movement for the Defense of the Territories and Ecosystems of Bocas del Toro) has been defending territories from illegal land grabbing, environmental destruction, and harmful megaprojects that threaten their way of life. They have been empowering Indigenous and rural communities, supporting human rights defenders during protests and advocacy meetings, raising awareness about Indigenous People&rsquo;s rights and the impacts of harmful projects, documenting abuses and advocating for local communities&rsquo; rights in international fora (including the Inter-American Human Rights System).<\/p>\n<p>In 2018, with the support of our Coalition&rsquo;s member CIEL, MODETEAB filed a complaint at the independent accountability mechanism for the IFC, the Compliance Advisor Ombudsman (CAO). The<a href=\"https:\/\/www.ciel.org\/news\/indigenous-communities-in-panama-succeed-in-holding-world-bank-to-account\/\"> CAO report found<\/a> that the IFC violated its own sustainability policy: as CIEL writes, it made clear \u00ab\u00a0that the community had not been properly consulted about the project, and that the State-owned company must secure the consent of impacted Indigenous communities before construction proceeds\u00a0\u00bb. In June 2022, in response to CAO\u2019s investigation, the IFC Board\u00a0<a class=\"ext\" title=\"(opens in a new window)\" href=\"https:\/\/pressroom.ifc.org\/all\/pages\/PressDetail.aspx?ID=27028\" target=\"_blank\" rel=\"noopener\" data-once=\".option-or-a\" data-extlink=\"\">approved<\/a>\u00a0IFC\u2019s Management Action Plan (MAP) (available in\u00a0<a href=\"https:\/\/www.cao-ombudsman.org\/sites\/default\/files\/downloads\/IFC_MR%20and%20MAP_PL%20IV_May_2022.pdf\" data-once=\".option-or-a\">English<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.cao-ombudsman.org\/sites\/default\/files\/downloads\/IFC_IPA_PL_IV_mayo_2022_Espa%C3%B1ol.pdf\" data-once=\".option-or-a\">Spanish<\/a>), outlining a series of areas of improvement related to CAO\u2019s recommendations. As part of this plan, the President of the World Bank and the IFC\u2019s Regional VP spoke to Panamanian government representatives and the management of State-owned Empresa de Transmision Electrica (ETESA) about the need to carry out the free, prior and informed consent process.<\/p>\n<p>MODETEAB has also raise this case with the United Nations Human Rights Council as<a href=\"https:\/\/www.ciel.org\/news\/ngabe-leader-shines-a-light-on-indigenous-rights-in-panama-in-declaration-before-un-human-rights-council\/\">\u00a0part of the Universal Periodic Review (UPR),<\/a>\u00a0the<a href=\"https:\/\/www.ciel.org\/news\/environmental-defenders-testify-before-the-iachr-about-the-risks-they-face-in-panama\/\">\u00a0Inter-American Court of Human Rights<\/a>, and two UN treaty bodies: the Committee on Economic, Social, and Cultural Rights (CESCR) and the UN Human Rights Committee (CCPR). As a result, in 2023 MODETEAB\u2019s testimonies led to<a href=\"https:\/\/www.ciel.org\/news\/un-warns-of-violations-of-indigenous-peoples-rights-in-panama\/\">\u00a0statements<\/a>\u00a0from UN bodies warning that Panama is failing to respect Indigenous Peoples\u2019 rights in the context of development projects such as Line IV.<\/p>\n<p><img decoding=\"async\" class=\"size-full wp-image-38154\" title=\"Panama rainforest.
