Oil Refinery Residents Association (ORRA)

ORRAThe Oil Refinery Residents Association (ORRA) is a grassroots organization representing individuals and communities affected by oil and gas projects in Hoima, Uganda. These projects, led by TotalEnergies and the China National Offshore Oil Corporation (CNOOC) in collaboration with the government of Uganda, have resulted in the displacement of thousands of people from their agricultural lands. In addition, the ongoing oil activities is already having negative impacts on local ecosystems, including Lake Albert, Murchison Falls National Park, and other critical biodiversity areas like Bugoma forest, Kabwoya and Bugungu Wildlife conservation areas.

Since 2012, ORRA has been at the forefront of championing the rights of oil project-affected persons, particularly focusing on amplifying local voices on climate action, human rights and environmental protection.

Our work in development finance

ORRA was the first group affected by the large-scale compulsory land acquisition for a oil refinery project in 2012. The organization was formed in response to the rights violations experienced during this process, which displaced 7,118 people in Kabaale-Buseruka. Since its formation, ORRA has been at the forefront of organizing and advocating for the rights of affected communities. Over the years, the group has championed land rights, fair compensation, and environmental protection through peaceful protests, legal action, and community mobilization. Its ongoing efforts aim to secure justice and ensure that the voices of those most impacted are heard and respected.
