The Institute for Policy Research and Advocacy (ELSAM) is a civil society organization that works to enhance the democratic political order in Indonesia by empowering civil society. Founded in 1993, it actively participates in efforts to promote human rights through policy and legal research, advocacy, and training. It strives for all human rights, including civil, political, economic, social, and cultural rights.

Our work in development finance
ELSAM coordinates a coalition of infrastructure development monitors that contain organizations who conduct active monitoring of infrastructure development. It also reports on infrastructure projects financed by the World Bank and other infrastructure finance banks.
